Job description: Job Title: Learning Partnerships Manager Base Location: Home-based (with Travel to Midlands) Salary: £35,000 - £40,000 per annum, plus benefits Serco are committed to growing our talent and to increasing the number of apprenticeships in our business, year on year. To do this we need to develop a learning partnership strategy to support our current needs and future needs, ensuring that we have the partnerships in place to realise our commitment. Sitting in part of Serco’s apprenticeship services Quality and Compliance team; this role will specifically leading on creating a strategy, sourcing partnership organisations, onboarding, account management, management of referral /subcontractor learners, ensuring a quality learning experience is delivered, supporting continued service improvement activities and the administration of Serco’s apprenticeship service levy account including transfer of levy funds. The role requires a dynamic and proactive culture of supporting stakeholders and account management, as well as maintaining the accuracy and integrity of data reported to the ESFA for monthly funding and payment claims through Serco’s apprenticeship service account, providing key management information and financial administration. About the role The purpose of this role is to manage its key learning partnerships effectively and implementing rigorous controls to ensure government compliance, manage operational risk, whilst obtaining best value from strongly negotiated contracts and improving delivery quality partnerships through collaborative working. Key Responsibilities: Build a learning partnerships strategy to meet current and future needs of our business and deliver against our commitment Provide a customer focused learning partnerships management service whilst attaining appropriate and quality standards of operational delivery. Produce and maintain an engagement plan for learning partnerships which details the management approach for monitoring, reviewing and future proofing the services they deliver Monitor and expedite key learning partnerships tasks, including updating management information systems Ensure that the department has an on boarding and exit strategy for each learning partnerships as well as ensuring the service transition is supported as and when contracts end Build strong relationships and work closely with both the business and suppliers Work with Procurement, as appropriate, to ensure contracts have been developed in compliance with Serco standard Provide best practice advice to internal stakeholders and assist them with developing high quality requirements prior to procurement activities Gather, analyse and interpret organisational, local and national market intelligence Service Delivery Support / Service Design: Monitoring suppliers' performance against contractual obligations Monitoring Service Level Agreements using scorecards and dashboards Obtaining regular feedback on learner performance Complete and maintain service lifecycle documentation for all partnership’s services Work with projects to develop new learning partnership requirements Ensure all regulatory, governing and funding requirements are met Ensure appropriate allocation of apprenticeship levy funding About you Essential: Third party account management experience Experienced in the use of MIS for ESFA Funded Programmes, including input and audit of data Knowledge of Ofsted / ESFA / Awarding Body requirements for apprenticeship programmes and associated paperwork Knowledge of ESFA portals and systems (DAS / SFS) Excellent organisational skills with the ability to manage multiple priorities, proactively manage own workload, manage small projects, meet targets and fixed deadlines Excellent communication skills, both written and verbal, including negotiating, influencing and presentation skills Excellent interpersonal skills with the ability to work across teams The ability to use own initiative, work independently and demonstrate a flexible approach to work Desirable: Knowledge of wider Government Funded Programmes within the Further Education and Skills Sector Gives and receives constructive criticism and reflects on and evaluates own and others' work Understanding of Management Information Systems (PICS / CRM) Qualifications: GCSEs English and Maths (C or above or functional skills equivalent) NVQ L3 Business Administration or similar experience.
