Overview

Overall Aim: Responsible for the management of all financial, risk management and corporate service aspects of the association’s work. Assisting the Chief Executive in policy and planning issues. Main Tasks: Financial leadership Treasury management Risk management Regulatory compliance Resources management (HR and ICT) The Finance and Resources Director has the following roles and responsibilities in each of the following areas. Strategic Planning and Governance: Develop and implement the overall financial strategy for RHS, ensure robust budgetary and financial control, and excellent compliance with all necessary statutory and legal requirements. Act as the finance conscience of the organisation, providing leadership and guidance on the financial and accounting implications of the organisation’s strategies and operational practices. Prepare long term financial plans, to include those for business planning and stress testing purposes Work with the Chief Executive and Operations Director to establish the overarching strategy of Radcliffe. Develop and maintain effective systems of financial control that ensure Radcliffe’s financial business plans are continually reviewed, and that regular management information on key financial indicators, cash flow and operational performance is provided. Review the issues and the performance of Radcliffe’s finances against agreed objectives, reporting to the Chief Executive and Board, providing professional advice and insight as appropriate. Participate in the annual review of Radcliffe’s service delivery. Assist in the production of Radcliffe’s annual statement. Keep up to date to legislative, regulatory or policy changes that may affect Radcliffe’s finances. Monitor the financial Key Performance Indicators and investigate any issues arising. Bring drive and innovation to ensure value for money is being achieved. Be responsible for the identification, management and mitigation of financial risk across Radcliffe’s services. Provide leadership to and be a positive role model for Radcliffe. Ensure medium and long-term financial planning is carried out to support business objectives and meet the requirements of the regulator and lenders. Lead on strategies and planning for resources, including the annual budgeting and financial planning process. Be responsible for producing 30yr financial plan. Service Delivery: Lead on the management and monitoring of Radcliffe’s rents, maintaining an active and accurate database of tenant’s rent accounts. Approve rent adjustments and rent charges. Ensure there are implemented procedures that handle rent arrears effectively for both current and former tenants. Ensure that Radcliffe’s policies seek to maximise income within statutory, policy and legislative constraints. Review rent statements from the Finance Officer. Approve of all the financial components of Radcliffe’s development programme. Authorise major repairs and compliance works that require significant budget. Lead on the budgetary elements of the repairs and compliance services, ensuring that any contractors used represent good value for money. Ensure that budgetary databases are kept up to date and always accurate. Ensure the quality of Key Performance Indicators for the budgetary dimensions of rents, repair works and compliance activities. Develop and sustain excellent relationships with key external financial stakeholders. Lead in the analysis of the financial implications and options for growth and new development, both as individual schemes and collectively with regard to the Corporate Plan. Use effective systems of sensitivity analysis, stress testing and risk management and communicate openly and early with colleagues. Corporate Services: Ensure all databases are being managed in accordance to the General Data Protection Regulations. Process staff expenses. Manage staff payroll and pensions. Assist with the financial components of Radcliffe’s annual statement. Prepare any financial reporting to the Chief Executive, Board and any Committees. Deal with finance related staff queries. Line Management: Provide line management to the Finance Officer and Corporate Services Officer. Undertake regular 1-2-1’s and appraisals with line-managed staff. Co-ordinate regular office and team meetings. Ensure line-managed staff achieve the required level of technical and behavioural competence through providing support and guidance and ensuring that training needs are met. Manage staff resources to ensure appropriate cover during holidays or in times of unexpected staff absence. IT: Take lead responsibility for IT management, ensuring that the IT infrastructure is up to date and enabling of the delivery of RHS Strategic Plan. Generic: Work collaboratively with colleagues across the organisation to meet the needs and priorities of Radcliffe’s service delivery and tenants. Seek best value and facilitate continuous performance improvement within the department and the Association. Promote and act in accordance with all the Association’s policies and procedures including those relating to equality and diversity, tenant care and health and safety. Contribute positively to the delivery of Radcliffe’s Service Promise. Comply with the requirements of external regulators. Represent and promote the work of Radcliffe. Maintain good level of knowledge regarding legislative and regulatory requirements and best practice in respect of property-based activities. Carry out such other duties as may reasonably be required from time to time. Deputising: 1. In the absence of the Chief Executive, their duties will be performed by the Finance and Resources Director.
