Overview

Complaints Commissioner London Attractive salary The Office of the Complaints Commissioner is headed by the Financial Regulators Complaints Commissioner (the Commissioner) who is a statutory appointment required under the Financial Services Act 2012. The Commissioner’s role is to review independently complaints about the actions or inactions of the UK’s current financial services regulators, the Financial Conduct Authority, the Prudential Regulation Authority and the Bank of England (but only in respect of its oversight of the banking clearing houses and payment schemes). The Commissioner is also responsible for the independent review of complaints against the Payment Systems Regulator. The Commissioner is also able to consider complaints about the UK’s previous financial services regulator, the Financial Services Authority, in relation to its actions or inactions occurring after 1st December 2001. The scope of the Commissioner’s authority is prescribed by the Act and principal responsibilities include: Exercising discretion as to whether a complaint has merit or should be dealt with in an alternative manner Conducting a full complaint investigation where appropriate, publishing a report as to findings and recommending appropriate remedies Preparing an annual report for publication reviewing how the financial services regulators consider complaints. This is to be laid before Parliament under the arrangements brought in by the Small Business, Enterprise and Employment Act 2015 The successful candidate is likely to be a senior individual of stature who has an established track record in professional services or financial regulation and experience of (or the aptitude for) arbitration or adjudication. He or she will need to have a strong grasp of financial services law and a pragmatic approach that includes the ability to distinguish clearly between those complaints that have merit and fall within the scheme and those that do not. The FCA is a signatory to the Government’s Disability Confident scheme. This means that they guarantee an interview to any disabled candidates entering under the scheme, should they meet the minimum criteria for a role described above. This is not a full-time position. It is anticipated to involve three days per week although candidates will need to be flexible according to workload. Remuneration is on a level with judicial salaries, pro-rated as appropriate.
