Overview
Regulatory Interface Officer Permanent Bridgwater Job Purpose / Overview The Regulatory Interface Officer reports to the Site Nuclear Compliance Manager to ensure that the interface with the Regulators at Hinkley Point C (HPC) site is consistently and effectively managed. Operating Environment Accountable to the Site Nuclear Compliance Manager for the effective management of regulatory interface (with the Health and Safety Executive (HSE), Office for Nuclear Regulation (ONR) and Environment Agency (EA)) at HPC site in line with the protocols and processes mandated by the company. · Providing a source of advice and support to the site for site-based interactions with the regulators and management of regulatory outcomes. Framework & Boundaries · Key point of contact and interface with HSE, ONR and EA. · Liaise with the Regulatory and Licensing and Environment teams in other NNB offices to ensure regulatory activities at the HPC site are managed as part of NNB’s overall management of its regulatory interface. Principal Accountabilities · Manage the interface with HSE, ONR and EA at HPC site. This includes ensuring that the site adheres to agreed protocols and processes for managing regulatory engagement activities including meetings, correspondence, email exchanges, assessment and inspections. · Ensure that the regulators have good oversight of site based activities, including organisation of, and participation in monthly site Level 4 meetings · Participation in other regulatory engagements to support effective site based interactions · Forward planning for regulatory inspections and site based regulatory meetings, including pre-meetings and ensuring appropriate NNB attendance · Ensure that agendas, notes/actions and commitments associated with ONR and EA meetings are agreed with all internal and external stakeholders in a timely manner. · Ensure that the logistics of regulator visits to HPC are in place for each engagement · Ensure proper and timely transmittal of documents to the regulators · Manage action tracking process, ensuring timely completion of actions. · Ensure that Regulatory Issues raised are managed and closed out · Produce reporting for site based activities which is subsequently shared with the regulators. · Engage in effective communication between all relevant internal and external Stakeholders, including delivery partners, to ensure that the requirements, standards and expectations for effective regulatory engagement are clearly understood and complied with. Dimensions The Regulatory Interface Officer delivers and maintains HPC interfaces with the ONR and EA and liaises with other NNB departments to influence company processes, standards and independent assessment programmes Knowledge, Skills, Qualifications & Experience · Degree qualified or equivalent in a Science or Engineering discipline. · Typically has held a position with experience of dealing with multiple stakeholders. · Previous experience of working on a large construction project preferably within the Nuclear Industry would be an advantage. · Ability to work independently and be proactive · Excellent communication/interpersonal skills at all levels · Accuracy, tenacity, diplomacy, results-oriented and a team player Technical Competencies · Demonstrable appreciation of the role and importance of legislative and industry requirements. · Under broad supervision plans effective implementation; identifying, tracking and managing the appropriate route to achieve critical tasks and deliverables. · Good understanding of a number of core procedures / stages relevant to individual work area within the Technical and Engineering fields. · Participates in knowledge sharing across the business. · Performs basic analysis of data within own area of expertise, highlighting and summarising issues arising. · Uses known sources to produce relevant information without reference to others.
